Civilians, combatants, means

Operators not participating in the harm retain standing at their own resolution, whatever institution holds them. A force event that treats civilian corridors as fungible cost fails at the civilian resolution. The one exception: the contraction imposed is unavoidable under minimum sufficient correction, and the total still falls below what the harm would have produced.

That is not imported doctrine. Each operator is a window on the one interior, read at its own resolution. The harm-architecture does not subsume its civilians.

Combatant status does not erase standing. Participation is read at the resolution of participation, command and alternatives. A conscript who could not refuse without cost at his own site is not a commander whose override was intact. The corrections differ.

Means are part of the criterion, not operational detail. Weapons whose effects cannot be confined to the harm site, cannot be honestly projected, or keep contracting after the correction has run carry a higher burden. Indiscriminate weapons. Persistent ones — cluster munitions whose unexploded fraction keeps propagating long after, contaminants whose residue Chapter Ten reads as parasitic. Refused unless no lower-propagation means can do the minimum.
